How do you remove the blue highlights on desktop icons?

I’ve tried everything under the sun, I’ve searched here on Yahoo, I’ve searched else where on the internet. I’ve gone to control panel, system, adavanced tab, Performance, settings, and checked use drop shadows for desktop icons or whatever it says a several times, any other solutions? Thanks!
This happened to me once before but I don’t remember what I did

there is no way you are going to be able to take them off because you must it put in a personal picture or background the best way to do it is going to advanced setting and messing around with the background of the icons
example if the picture is a black backgroung change the same for the icons
